The building was designed by architect Geoffrey Bawa and built by a Japanese consortium of two companies for a cost of over US $25.4 million, The project was completed on a scheduled time of 26 months. It was officially opened on 29 April 1982 by then-President J.R. Sri Lanka Capital Sri Jayawardanapura City.

Gangaramaya is one of the oldest Buddhist temples in Colombo, started by the famous scholar monk Hikkaduwe Sri Sumangala Nayaka Thera in the late 19th Century. Seema Malaka is a Buddhist temple in Colombo, Sri Lanka. The temple is mainly used for meditation and rest, rather than for worship. Situated in the Beira Lake, the temple was originally constructed in the late 19th century. Seema Malaka is a part of the Gangaramaya Temple and is situated a few hundred meters from it.

The Hindu temple has a history going back over a century and is dedicated to lord Murugan. The towering gopuram of the temple is intricately sculpted, depicting lord Murugan and stories related to him.
