City Image Tour est créé et animé par Anthony McInneny, artiste visuel, universitaire et urbaniste qui a vécu dans le centre-ville dans les années 1980 et y est revenu en 2003 pour créer des œuvres d'art public. Il a également siégé au Comité consultatif des arts de la ville de Melbourne de 2004 à 2008. Anthony a enseigné au sein du programme de Master of Art, Art in Public Space de l'Université RMIT de 2008 à 2014, et a publié de nombreuses œuvres sur l'espace public ces dix dernières années. Ce circuit est conçu pour être parcouru et lu comme l'histoire des deux Melbourne qui ont fait de cette ville la capitale culturelle de l'Australie. L'art rencontre l'architecture dans des espaces publics uniques créés lors de la transformation de la ville historique en une ville riveraine.
